Trading has not stopped, but the price has. For these last minutes shares can only be bought and sold at the day's closing price, you cannot bid higher or offer lower.

It is often said that you cannot trade in the last half hour. That is not the rule. Free trading runs right up to 2:00 PM, and for the 10 minutes after that you can still buy and sell, but only at the closing price. So it is the price that is fixed at the end of the day, not the trading.
